Florence woman arrested for child neglect

A Florence woman was arrested Monday morning following a three-month investigation into child neglect claims, Florence County Sheriff’s Lt. Brett Camp said.
Barbara Ann Haggans, 39, of 1210 E. National Cemetery Road, Lot 5, is charged with unlawful neglect of a child by legal custodian, Florence County Detention Center booking reports show.
The suspect is accused of beating an 11-year-old boy with a belt on March 20 at a residence on National Cemetery Road, Camp said.
“The injuries were located behind his left ear, lower back and left hip area and they were loop pattern marks,” Camp said.
Haggans was released Monday from the jail in Effingham, but bond information wasn’t available.

Huge difference between a spanking or punishment and a beating.
Abuse begets abuse.

Ok. Here it is. Child abuse is inherited and who took responsibility for her abuse. People are not responsible for what they raised and now we have a bunch of child abusers and neglecters running around. Even the State of South Carolina joins in on these bad habits and they have gone to taking children from parents just for being on food stamps now. Ok and if the law is not bad enough now. They do not know what to charge parents with. There is probably a history of abuse and neglect here that goes back many years and reported. However, who has time for it. A lot of people are getting wooped into shape and molded to suit DSS workers. Most of these workers will place children already in a situation into another situation.
I just don’t get it.

O.k, people sit here and say this lady needs to be punished,but have ya’ll had to deal with a situation like this. She probably had a good reason to beat her child.She probably did’t mean to beat the child in the areas the belt went in. Maybe the child moved and the belt hit he/she in that spot. Any real mother would not hit there child all over there body like that.So don’t judge anyone without proper facts! ARE YOU THE ONE TO JUDGE!!!!!!!!!!!

Three (3) months?
Was this a first time incident? Was the parent trying to disapline an unruly child? Has this parent had these problems before? Not enough here to judge and if it took 3 months to decide the child was abused dont we think that is WAY to long? And she wasnt charged with physical abuse but neglect. How are the 2 associated? I am glad some of you that want to judge so harshly with very little facts werent watching my life as I raised 11 children. As a parent I realize in disaplining a child that mistakes can happen with a fast moving child? Is this a one time incident? I feel that some are way too quick to judge without enough info. But 3 months? geezzzzzz

There is a big difference in between beating and spanking a child. How would she feel if she got beat on like that...No child deserves it!!!! I have 2 children of my own and there are better ways to discipline a child. I do not beat my children and they are good kids. It just upsets me that there are children out there that have to endure that from a parent. And I hope she gets what she deserves...And I hope that she isn’t able to have any more kids to beat on them too...She needs to sit in jail and let them beat on her for awhile, then maybe she would know how it feels.

Parents should be able to beat there children whenever they need to. If children are allowed to do what they want and when they want then more crimes are commited and the first thing that others would do is blame the parent for not having better control of their kids. So if kids have control and then parents are aboused so who are going to do something about that… Should kids be jailed for beating their parents, I think the answer that most people would say yes send them to a home or a juvenile center, then your tax dollars would be spent on taking care of them...so if the parent goes to work everyday and their kids act up then they should have the right to beat the H$#@ out of them.

I agree with bocephus i think she should have to endure publicly what she did to the child. there are no excuse for what she did.

THEY OUGHT TO BRING HER UP TO THE CITY COUNTY COMPLEX IN FLORENCE AND PUBLICLY USE A BELT AND BEAT HER RIGHT IN FRONT OF EVERYBODY!
